Is EWS/DG admissions delayed? - Delhi Nursery Admission

Sanjay Goel, Director of the DoE, said that they will wait for private schools to release their first list of general category students which is scheduled for February 4, 2019, before releasing the EWS/DG candidates’ list.

Delhi’s directorate of education (DoE) will announce the schedule and guidelines for nursery admission to around 1,700 private unaided and recognised schools under the economically weaker sections and disadvantaged groups (EWS/DG) category in the first week of January.

“The notification for EWS/DG admissions is likely to be announced around January 5. There is no point of releasing the notification earlier because private schools will admit general category and EWS/DG students in 3:1 ratio. If we release the selected list of EWS/DG students before the schools release the general category lists, the students will be put on the waitlist,” he said.

As per the right to education (RTE) Act, 25% seats in entry level classes-- nursery, kindergarten (KG) and Class 1---are reserved for the EWS/DG category candidates in all private schools, excluding the minority institutions. Children whose parents earn lower than Rs 1 lakh a year can apply for admission under the category.
According to officials at the DoE, the department is yet to collect the data on exact number of available EWS/DG seats in private schools across the city.

“The deputy district educations (DDEs) officers are assigned this duty. The directorate of education director had also asked officers of all 13 districts to speed up the process,” said an official.

Last year, the directorate of education had announced admissions on 48,122 seats reserved under the EWS/DG category. However, around 13,000 seats were lying vacant till October. The DoE did not disclose the updated data after that.

The admission on these reserved seats is carry out by the DoE centrally. The parents have to fill the forms online after which the directorate of education conduct a computerized lottery to allot seats to the candidates.

No oral test or interviews or discussions can be conducted by any school with kids or with parents.

Delhi Government issues 117-point checklist

The Delhi government has issued schools a 117-point checklist for ensuring student safety in their premises and warned that there would be "zero tolerance" for any violation.     

The checklist, including everything from toilets to cyber security, has been prepared in the wake of the brutal killing of a schoolboy in a Gurgaon school and the rape of a minor girl by a school attendant in Delhi, officials said.     

"The checklist has been designed to encapsulate the minimum standards of school safety to emphasize zero tolerance against any violation in this regard. The practicability of implementation and monitoring has been kept duly in mind," a senior official of Directorate of Education (DoE) said.     

Among the points listed are school safety committees, monthly safety walks to identify loopholes in security in the premises, securing boundary walls with grills, CCTV surveillance, maintaining records of every entry into the school and restricting visitors.     

"All toilets should be well lit and have easy release lock from inside and no lock from outside. There should be no deployment of male staff in toilets for primary classes and all toilet visits of students up to Class 2 should be surpervised by a lady caretaker," the guidelines state.     

The guidelines have been issued to all schools in the national capital.     

The government has also directed that prior written consent be sought from parents for allowing children to stay back post school hours and co-curricular activities held beyond school timings be supervised by at least two teachers.     

Visits to laboratories, sports room, auditorium, library, computer room, gymnasium and assembly hall and the like should be under direct supervision of relevant teachers.     

Schools have also been asked to ensure cyber security in accordance with existing cyber and IT laws. This includes installation of firewall, filtering and monitoring mechanisms in all computers in the school premises, regular review of filtering and blocking policies and procedure and ensuring that children use computers under the supervision of teachers.

Delhi Govt Threatens To Take Over Modern School, DPS Among Others If They Fail To Refund 'Excess Fee'

The Delhi government told the Delhi High Court that it was ready to take over the management of 449 private schools in the city. These schools, the government alleged, have failed to follow the recommendations of the Justice Anil Dev Singh Committee and refund the 'excess fees' they had charged to the parents of the pupils.

The Directorate of Education filed an affidavit at the Delhi High Court saying the government has sent show cause notices to these schools. The schools are required to come up with a satisfactory response within two weeks, else, the government will take over the management of these schools.

Hindustan Times quotes from the affidavit: "The department has already processed the proposal to issue show cause notices for taking over the management of schools under section 20 read with section 24(4)(c) of the Delhi School Education Act, 2009 and placed it before the Lieutenant Governor, being the competent authority, for approval...."

The Justice Anil Dev Singh Committee For Review Of School Fee was set up following directions of the Delhi High Court. The committee was supposed to review fee structures of schools in Delhi and came out with a series of interim reports in 2016. In a couple of these reports, the committee had suggested that schools return the excess fees they had charged to the parents with a 9 percent interest on the amount.

The Indian Express reports: "Of the 544 schools, 469 were asked to refund the money while 75 schools were inspected and then asked to refund the money. Sixty-seven schools challenged the committee's recommendations, of which 17 cases are being heard in court."

The article states that the government made this move after a Delhi-based NGO filed a petition alleging that the Directorate of Education has failed to implement the recommendations of the committee.

The Times of India reports that among the schools the government intends to take over, some are the popular ones where the city's rich and the famous like sending their children to. "The list of 449 schools furnished to the court includes the names of DPS (Mathura Road), Springdales (Pusa Road), Sanskriti, Modern (Barakhamba Road) and Amity International (Saket)," the report states.

AAP's Atishi Marlena, advisor to education minister Manish Sisodia, told The Indian Express that they have already sent a file comprising their proposal for clearance to the lieutenant-governor Anil Baijal and had no option because the schools were refusing to fall in line.

The Delhi HC, The Times of India reports, however, wasn't exactly amused by the government's proposal. One of the concerns they raised about the government's proposal was whether the Directorate of Education had even a handful of people skilled and trained to run school management bodies. If it didn't, how did it plan to execute this 'take-over' of more than 400 schools?

A bench comprising Justices Siddharth Mridul and Najmi Waziri wondered aloud if the government was pulling a 'bluff' or was genuinely interested in the issue.

Delhi High Court Refuses To Direct Private School To Admit Kids Under EWS Quota - Nursery Admissions Delhi-NCR

The Delhi High Court has refused to entertain a plea seeking a direction to an unaided private school to admit two children under the Economically Weaker Sections (EWS) category after taking note of their certificates to this effect.

A vacation bench of Justices Manmohan and Yogesh Khanna said it cannot issue such a direction on a plea of a third person but may entertain a petition of their parents.

The court said it had decided similar cases in past in which large number of parents procured fake EWS certificates to obtain admissions in nursery for their wards.

It said that though its order had gone against the errant parents for procuring fake certificates to get admission, it, however, had persuaded the Directorate of Education (DoE) of Delhi Government to allow the admitted kids to pursue their studies as they were not at fault.

"With great difficulty, we had persuaded the department (DoE) not to cancel their (children with fake EWS certificate) admissions," the bench said.

The court's observation came during the hearing of a plea by a young woman seeking a direction to a private unaided school to admit the two kids in nursery on the basis of EWS certificate.

She also told the high court that the parents had sought help of the area MPs and MLAs in this regard, but to no avail.

The bench said that if the parents can approach MPs and MLAs, why can't they come to the court.

"Let the parents approach this court, we will certainly look into it," the bench said, adding that the petitioner has "no locus" to argue the matter.

Delhi has close to 1.25 lakh nursery seats up for grabs for around 1.5 lakh applicants. Every school is required to reserve 25 per cent seat for students from the EWS category.

400+ seats vacant but locked due to indecisive Delhi Govt!?

HT Delhi : Around 400 nursery seats will remain vacant this year as the Delhi government has decided NOT to hold a second round of lottery for admission in the economically weaker section/disadvantaged (EWS/DG) category for private schools.

In a circular issued by the Directorate of Education (DOE), the government said that 384 seats have remained vacant as there were no applications in these school or the applicants were allotted a school of higher preference.

This year, the DOE had received 1,13,991 online applications for the 31,653 EWS/DG category seats. Through the computerized draw of lots, a total of 31,269 candidates were allotted schools as per their preferences.

In an affidavit filed by the government at the Delhi High Court, the government has stated that out of the 28,135 seats in 1,159 schools more than 19,000 seats have been filled.

VIRAL & BREAKING: How fake 'crisis' created by nursery admissions forums lead to panic situation in Delhi

We first published this news (via HT), on 3rd March that announced that Delhi parents are reaching out to Gurugram schools for admissions as Nursery Admissions in Delhi continues to haunt poor parents that are once again left clueless, and looking for answers to same age old questions once again.

HERE IS THE INSIDE STORY!

Many parents have started blocking seats in NCR schools as there is lot of misleading information being provided on many leading online forums/sites creating panic situation and these sites are actually promoting some leading schools (so called international schools, full A/C schools, hat-ke schools etc - you know what I mean here), as a result they are creating panic so that they can sell seats in those schools in Gurugram, Noida, Faridabad and specially parents that are ready to shell out money as that puts them in more comfortable position by securing seats but hardly helpful.

It is all about money, a nexus and nursery admissions mafia in making :)

Many online sites and forums are misleading parents by re-publishing information that contradicts with reality on ground, and with parents locked in three way battle among - Schools <> DOE/Govt <> Court - these forums are doing further damage by confusing parents, and diverting them to NCR schools that are always on hunt for upper middle or higher class parents that are always on hunt for comfort zone.

It is pain but parents are advised to rather look for information with schools (the best source actually), as many online forums have incomplete, outdated information. Media hardly validates information themselves and falls pray to these fake admissions gurus assuming they know it all - they are actually in the hands of nexus, who is diverting their attention and actually multiplying panic their benefit.

Delhi government challenges nursery admissions order - Nursery Admissions Delhi 2017-18

The AAP government on Thursday approached the Delhi High Court, challenging a single-judge order that stayed its nursery admissions notification compelling 298 private schools, built on public land, to adopt only neighbourhood criteria.

Filing an appeal before a division bench, Delhi government contended that the single judge was wrong and erroneous and sought setting aside of the February 14 order.

Justice Manmohan in his February 14 order said Delhi government’s January 7 notification was “arbitrary and discriminatory”.

The notification issued by the Department of Education of Delhi government had made “distance” the primary criterion for admission of tiny tots.

The court had questioned the Delhi government’s decision to impose the neighbourhood restriction to only those schools that are built on Delhi Development Authority land.

The notification accorded priority to students living within a radius of one km from the school concerned. In case the seats remain vacant, those living within a distance of 3 km will get the chance for admission.

There are 1,400 private unaided schools in the capital, of which 298 are built on land allotted by the DDA.

The court’s judgement came on petitions filed by two school bodies — the Action Committee of Unaided Recognised Private Schools and Forum for Promotion of Quality Education along with a few parents to challenge the guidelines.

Earlier, the high court stayed the government’s nursery admission notification that made it mandatory for private unaided minority schools to admit students, in the unreserved category, on the basis of neighbourhood criteria.

BREAKING!! Neighbourhood Criteria Scrapped for 298 Delhi Schools on Govt Land

HC judgment was due on 14th Feb is finally out and after a series of ups and downs on selection criteria for Nursery Admissions 2017-2018 session for 298 schools built on govt land in Delhi, finally HC has ruled that neighborhood criteria can not be FORCED onto these schools.

Delhi govt issued a notice that schools built on govt land must follow the special selection criteria, that mandated 75 seats to be filled with kids from neighborhood (i.e making distance as main criteria for selection. HC stayed the order mid of January, adding the chaos, and poor schools had started publishing their selection criteria and points breakup on DOE website, further leading to confusion.

In short -

• Schools are free to setup their own selection criteria from the list of approved ones (that actually covers all that you can think of), but here is the favorite criteria that schools are expected to pick from,  
• While schools will continue to use distance as main criteria, expect the points to be dropped for distance and other standard criteria will get their place and slice
• Schools will probably update the revised criteria and points on DOE site, but given that there is not much time left, so they may be updating it on their website, and at school notice boards. We shall try and update the database as soon as it is made available, here you can refer and search schools and their criteria and points as it stands today.

Delhi govt schools to start pre-primary classes.Soon nursery and pre-primary classes will be introduced in close to 450 Delhi government schools. The government is planning to introduce these classes in all 447 Sarvodaya schools under the Directorate of Education. The government plans to start these classes in phases with 150 schools from the upcoming academic session in April.

Nursery admissions in the national capital have always been a struggle with the only option for parents being the private schools.

“There are 447 Sarvodaya schools under the Directorate of Education (DOE), out of which KG (pre-primary) class is being run in 404 schools. The department proposes to introduce nursery class in these schools and start KG class in the schools where the same is not at present run,” read a DOE statement.

Officials said that by 2018 academic session, all 447 schools will have nursery and pre-primary classes. “We should be able to introduce nursery and pre-primary classes in all Sarvodaya schools by next year,” it read.

Saumya Gupta, director DOE, has issued directions to the officials to identify schools where these classes can be started and has asked them to give specific reasons for those schools where these classes are not recommended to start.

“After identifying the schools, estimates should be obtained from executing agencies (PWD/DTTDC/DSIIDC) for renovation, restructuring and refurbishing of classrooms for Nursery/KG sections as per requirements prepared in consultation with SCERT,” the document said.

“The Planning Branch to process file for increasing the norms of financial grant given for starting pre-primary classes from the present Rs 1 lakh to a practical amount commensurate with actual requirements.

“Duties and responsibilities of both the teachers of each Nursery and KG class should be clearly prescribed to ensure proper utilisation of the teaching staff,” it added.

DOE has directed that the proper functioning of primary sections should be monitored and an in-charge should be designated with clearly defined duties and responsibilities.

HC stays govt’s notification of private minority unaided schools to accept neighbourhood criteria - Nursery Admissions Delhi 2017-18

Delhi High Court today stayed the operation of AAP government’s circular asking private unaided minority schools to accept admission forms based only on the neighbourhood or distance criteria, saying they are free to devise their own procedures and should be treated differently.

The bench, which has rapped the AAP government for issuing such notification “at the eleventh hour putting everyone in a chaos like situation”, said the government in future should make an endeavour to frame such policy at least six months in advance, if not earlier.

“Prima facie the Delhi government notification dated January 7, 2017 is contrary to the constitutional mandate. This court is of the view that fundamental right of minority schools cannot be interfered with and their right to admit students cannot be taken away.

“Minority schools have the right of maximum administration which cannot be taken away by any terms of contract,” Justice Manmohan said.

Pointing to the apex court verdicts safeguarding the rights available to minority-run institutions under the Constitution, the high court said, “treat them differently and the right to administer a minority school also contains the right to devise procedures for admission as long as they (procedures) are fair and transparent”.

Granting interim relief to schools, it said, “keeping in view the decision of the Supreme Court and this court, such schools are entitled to admit students according to their own procedures as long as they are fair and transparent and accordingly the impugned notification (of January 7, 2017) is stayed till further order of this court.”

The court has now fixed the main petition for further hearing on March 21 by when it has asked Delhi government to file their affidavit. The court was hearing a batch of petitions by some private unaided minority schools challenging the notification issued by the Delhi government.

Yesterday, Additional Solicitor General (ASG) Sanjay Jain, appearing for the Directorate of Education (DoE), had told the court that they have left it open for minority schools to decide on admitting students, adding that “after admitting the minority students, whatever seats are left, on that we want them to apply the neighbourhood criteria”.

The Delhi government had earlier said the distance criteria was a “priority gradation system” where first preference would be given to children within 1 km, then 1-3 km and then, if there was vacancy, to beyond 6 kms.
