Is EWS/DG admissions delayed? - Delhi Nursery Admission

Sanjay Goel, Director of the DoE, said that they will wait for private schools to release their first list of general category students which is scheduled for February 4, 2019, before releasing the EWS/DG candidates’ list.

Delhi’s directorate of education (DoE) will announce the schedule and guidelines for nursery admission to around 1,700 private unaided and recognised schools under the economically weaker sections and disadvantaged groups (EWS/DG) category in the first week of January.

“The notification for EWS/DG admissions is likely to be announced around January 5. There is no point of releasing the notification earlier because private schools will admit general category and EWS/DG students in 3:1 ratio. If we release the selected list of EWS/DG students before the schools release the general category lists, the students will be put on the waitlist,” he said.

As per the right to education (RTE) Act, 25% seats in entry level classes-- nursery, kindergarten (KG) and Class 1---are reserved for the EWS/DG category candidates in all private schools, excluding the minority institutions. Children whose parents earn lower than Rs 1 lakh a year can apply for admission under the category.
According to officials at the DoE, the department is yet to collect the data on exact number of available EWS/DG seats in private schools across the city.

“The deputy district educations (DDEs) officers are assigned this duty. The directorate of education director had also asked officers of all 13 districts to speed up the process,” said an official.

Last year, the directorate of education had announced admissions on 48,122 seats reserved under the EWS/DG category. However, around 13,000 seats were lying vacant till October. The DoE did not disclose the updated data after that.

The admission on these reserved seats is carry out by the DoE centrally. The parents have to fill the forms online after which the directorate of education conduct a computerized lottery to allot seats to the candidates.

Some of indicative documents which can be considered as proof of residence of parents/child;
(a) Ration Card/Smart Card Issued in the name of parents (Mother/Father having name of child).
(b) Domicile certificate of child or of his/her parents.
(c) Voter I-Card (EPIC) of any of the parents.
(d) Electricity bill/MTNL telephone bill/Water bill/Passport in the name of any of the parents or child.
(e) Aadhaar Card/UID card issued in the name of any of the parents.

Test/Interviews

No oral test or interviews or discussions can be conducted by any school with kids or with parents.

• 25% seats are reserved for EWS and DG categories (and admission for those seats will be handled by DOE itself), that is for families that belong to Economically Weaker Section, Disadvantaged Group. I personally feel, that's a lot of seats - probably 15% would have been more reasonable, is n't it?
• 20% seats can be blocked by schools under Management Quota! No further explanation needed :)
• Well that means, roughly 55% seats would be up for grabs through standard process for general category families.

Schools do NOT care about DOE orders! Read on!!

Delhi Government issues 117-point checklist

The Delhi government has issued schools a 117-point checklist for ensuring student safety in their premises and warned that there would be "zero tolerance" for any violation.     

The checklist, including everything from toilets to cyber security, has been prepared in the wake of the brutal killing of a schoolboy in a Gurgaon school and the rape of a minor girl by a school attendant in Delhi, officials said.     

"The checklist has been designed to encapsulate the minimum standards of school safety to emphasize zero tolerance against any violation in this regard. The practicability of implementation and monitoring has been kept duly in mind," a senior official of Directorate of Education (DoE) said.     

Among the points listed are school safety committees, monthly safety walks to identify loopholes in security in the premises, securing boundary walls with grills, CCTV surveillance, maintaining records of every entry into the school and restricting visitors.     

"All toilets should be well lit and have easy release lock from inside and no lock from outside. There should be no deployment of male staff in toilets for primary classes and all toilet visits of students up to Class 2 should be surpervised by a lady caretaker," the guidelines state.     

The guidelines have been issued to all schools in the national capital.     

The government has also directed that prior written consent be sought from parents for allowing children to stay back post school hours and co-curricular activities held beyond school timings be supervised by at least two teachers.     

Visits to laboratories, sports room, auditorium, library, computer room, gymnasium and assembly hall and the like should be under direct supervision of relevant teachers.     

Schools have also been asked to ensure cyber security in accordance with existing cyber and IT laws. This includes installation of firewall, filtering and monitoring mechanisms in all computers in the school premises, regular review of filtering and blocking policies and procedure and ensuring that children use computers under the supervision of teachers.

400+ seats vacant but locked due to indecisive Delhi Govt!?

HT Delhi : Around 400 nursery seats will remain vacant this year as the Delhi government has decided NOT to hold a second round of lottery for admission in the economically weaker section/disadvantaged (EWS/DG) category for private schools.

In a circular issued by the Directorate of Education (DOE), the government said that 384 seats have remained vacant as there were no applications in these school or the applicants were allotted a school of higher preference.

This year, the DOE had received 1,13,991 online applications for the 31,653 EWS/DG category seats. Through the computerized draw of lots, a total of 31,269 candidates were allotted schools as per their preferences.

In an affidavit filed by the government at the Delhi High Court, the government has stated that out of the 28,135 seats in 1,159 schools more than 19,000 seats have been filled.

BREAKING!! Neighbourhood Criteria Scrapped for 298 Delhi Schools on Govt Land

HC judgment was due on 14th Feb is finally out and after a series of ups and downs on selection criteria for Nursery Admissions 2017-2018 session for 298 schools built on govt land in Delhi, finally HC has ruled that neighborhood criteria can not be FORCED onto these schools.

Delhi govt issued a notice that schools built on govt land must follow the special selection criteria, that mandated 75 seats to be filled with kids from neighborhood (i.e making distance as main criteria for selection. HC stayed the order mid of January, adding the chaos, and poor schools had started publishing their selection criteria and points breakup on DOE website, further leading to confusion.

In short -

• Schools are free to setup their own selection criteria from the list of approved ones (that actually covers all that you can think of), but here is the favorite criteria that schools are expected to pick from,  
• While schools will continue to use distance as main criteria, expect the points to be dropped for distance and other standard criteria will get their place and slice
• Schools will probably update the revised criteria and points on DOE site, but given that there is not much time left, so they may be updating it on their website, and at school notice boards. We shall try and update the database as soon as it is made available, here you can refer and search schools and their criteria and points as it stands today.

Some Private Schools Start The Process, Others Waiting For Government Guidelines : Delhi Nursery Admissions 2017-18

Nursery admission in Delhi schools started on January 2 and the parents are still facing troubles with choosing schools for their children. Plenty of complaints have been reported after Delhi nursery admissions kicked off in the beginning of this week. Most prominent among them is the confusion over 298 schools in the capital city. After Delhi Directorate of Education (DoE) notified that schools on public land of Delhi Development Land (DDA) will have new guidelines for nursery admissions, so far, the only thing happened in that front is the meeting between school authorities and the Directorate of Education.

According to reports, those who have attended the meeting informed the government authorities their concerns regarding having two sets of standards for schools in the capital. 

Though there was no common admission guidelines published after the meetings, some private schools in the capital have already started admission procedure. 

Some schools are waiting for the government guidelines to come regarding the criteria and they have informed the parents about this, Red Roses Public School is one of them. "Pre-School admission for the session 2017-18 has been stopped till further guidelines from Directorate of Education", Red Roses Public School has said in a notice published in their website. 

Amidst all this confusion, parents are worried. Their major concern is; what will happen if they wait for the new guidelines and its aftermath. For the past few years Nursery admissions in Delhi have seen many controversies, with parents taking schools and the government to court over changing rules and guidelines several times. 

Meanwhile there were reports suggesting that the Delhi government is planning to do away with the management quota in the nursery admissions. If that happens, the schools and parents may again will be dragged into the court procedures as happened last year in which the schools procured a stay on Delhi government's decision to end the management quota in school admissions.

According to the education department's notification, admission forms were available from January 2 and the last date to submit applications is January 23. 

The first list of selected candidates, including those waitlisted, along with marks allotted under the point system, will be announced by schools on February 15. The second list, if any, will come out on February 29 and the admission process will close on March 31.

3 mistakes that DOE/Delhi Govt could have avoided - and they did it again!? Check out...

It is not rocket science and even if it would have been that complex, don't they have required resources, or support, or authority to get it done?

Parents are clueless and left to wonder, grin, and helpless once again! Nothing new in year 2017, yet again, and history repeats as schools continue to play by their own rules, and parents shall expect that those 1400 odd schools that free to choose their own criteria have no motivation or support or govt. control to relax it from what they did last year.

Here are the top 3 gross and silly mistakes that could have been avoided and it is not rocket science -

Mistake #1) DOE should have asked schools (all schools that need to publish points) to list and publish selection criteria and points by 15th December, so that parents get enough lead time (15 days) to shortlist schools they would like to apply (basis total points they are scoring).

Reality check: 
1) Guidelines for admissions to Govt schools and 298 schools on DDA land are not published as yet, admission starts tomorrow.
2) Parents would now have wait and/or to go to all schools and check the guidelines, criteria and other details starting tomorrow and that's not an easy task.

Mistake #2) DOE/Govt should have defined a fixed list of criteria that schools can choose from (say 5-8 criteria), e.g. Neighborhood (with clear and predefined distance slabs),  Sibling, Alumni, Girl Child, and so on. 

Reality check:
1) Although DOE has asked schools not to use ones from 62 list, but....schools are free to use some of them as long as they "try" to ensure it is defined well and is not biased. You know what I mean....
2) Parents struggled over years to sync up same criteria being used by different schools differently e.g. Distance slabs would vary from school to school), Alumni - mother and father and both would be rated by schools differently and there are many more...

Mistake #3) Despite of all resources available, the DOE site doesnt work properly, the information published is scattered all over the place, you really need surgical eyes and hands to find the links and information.

Reality check:
1) No summary of notices, information available, its all published in long PDFs and report formats that's hard to understand and an 'aam aadmi'. Many parents would have appreciated if the information is also available in Hindi
2)  No reliable search feature on site, no heads up on how and where the information will be published on DOE site, its all "treasure hunt" games for parents.

Nursery Admissions Delhi (2017-2018) - All you need to know about new circular/order issued on 19th Dec 2016

Fear is the mind-killer! So lets all understand what this new order is all about.

New DOE Delhi order dated 19th Dec 2016 issued for Nursery Admissions in Delhi for session 2017-2018 is bit confusing, and here I have simplified this for you in 3 simple steps -

Step I) This new circular is applicable only for -

1. Families that do NOT belong to Economically Weaker Section (EWS) or Disadvantaged Group (DG) categories
2. Only for admissions to Private, Unaided and Recognized Schools of Delhi
3. Nursery Admissions in Delhi for session 2017-2018
4. Schools that are NOT constructed on DDA land (there are 285 schools in Delhi that are on DDA land)
5. Schools that are NOT run by government

Step II) In short - 

1. SOME GOOD NEWS! - This order is NOT applicable for about 50% of the "well-known" schools of Delhi as they are constructed on DDA land (Yes!), these schools (total 285 of them) must admit 75% of students from neighborhood. Detailed guidelines will be released by DOE in coming days.
2. MORE GOOD NEWS! - This order is applicable for all other Private Schools of Delhi, and most of those are either Small-Mid sized Private Schools, or they are one of those 5-7 star category schools of Delhi that have their own land.

Step III) Bit of BAD news. We all make mistakes, every system has loopholes, so does this order (that has mistakes and loopholes)

Point#7 in the order refers to DOE order issued on 06-01-2016 (No. F.DE.15/Act-l/4607/l3/2015/5686-5696), which states that schools shall not adopt criteria abolished in that old order, the problem is that the original list had 62 criteria, but new order has restricted use of 51 criteria hence leaving open several disputed ones, here are few criteria that schools may use to their advantage -

• Points for management quota - old order leaves room for this by stating "However, if required, the children of the staff and the children of the members of the Management Committee can be given admission by making it a criterion and assigning points"
• Special ground (parents with proficiency in specific areas of art etc)
• First child
• School transport users

Although there would only be 25% seats that schools can fiddle with, and we hope DOE fixes this loophole to ensure admission process is fair ever.
